Yes, but that won't behave the same way, ballistically speaking, as a regular bullet. Our troops would learn to shoot differently in training than they'd need to in real combat.

The idea of using really dense ceramics with plastic jackets is interesting, though. Use the same powder load with a bullet of identical size, shape and mass to that of an FMJ bullet, and it should behave about the same, assuming the plastic doesn't foul barrels really quickly, or something.
