I have a question, I'm going to a New Years Eve party at the Chelsea hotel in Atlantic City. The dress code simply states "dress to impress," and right now I'm thinking suit/tie/pocket square. Too much or no?

I would say wear a suit in a casual manner with no tie and no pocket square.
At least that's how I dress for my new year eve formal(but not stuffy) parties where you actually dance and end up removing your tie if you even wore one.

extreme smart end of the smart-casual scale.

suited and booted, but with a touch of personality, you know.

I like that square with the red trim in addition to a black suit and white shirt. I have a bright red tie to go with it as well should I choose to add that.

-Lacoste
-Guess
-AX
-Guci
-J crew
-American eagle/apparel

We have these and a lot more under one roof in SD at Fashion Valley mall for example - one stop and you can have a whole new wardrobe.
Every single thing you posted here just screams "douche" to me.

I will check out TM Lewis Vendetta, thats within my price range.

Look at Kent Wang for nice pocket squares at good prices. You could get something like that for $20, with rolled edges and everything.

Get over it. Douche is a personality, not a clothing style. You don't have to worry about ever being mistaken for one, "douche" is how a person carries himself.

Because they are premium clothing brands? Do you come from a poor communist family or is this a self taught perception of reality?

To be fair, most of those brands have a certain attitude associated with them. The only one I'd wear off that list is J Crew (Lacoste if I didn't have to pay for it), none of the others sell much of anything that appeals to me.

For a clothing noob with strong aversions to many things, I'd say hit up something like Old Navy, Land's End, something like that. They don't have a strong style point they're trying to get across and no chance of the "douche vibe", lots of staples at reasonable prices.

No pron, sry. He's a good guy, active on some of the clothing forums. His ties are expensive though, I've got other sources for ties
