the number of heavy users would increase with the number of introductory ones. I'm not saying it would not be worth legalizing.. but the envitable loss of human quality of life that would follow for some people needs to be recognized.

Look at the data from The Netherlands, use did rise after the toleration policy was implemented but began a steady (and continuing) downward slope, today The Netherlands has one of the lowest rates of cannabis use in Europe.

You know why? because it's no big deal. When something is prohibited people tend to go to excess, it carries taboo and seems all the more attractive to young people - the most likely group to indulge. When you can walk down to your local coffeeshop and buy a gram or two to enjoy on the premises or in your own home there is no need to be buying large amounts as users commonly do elsewhere and no need to continue pointless anti-cannabis campaigns which only increase appeal amongst young people. Those who do choose to use it can be assured that the product is what it says it is (as far as possible) and the authorities can easily shut down anyone not playing by the rules - the only black market for cannabis in the Netherlands is for the export market, domestic distrubtion to coffeeshops (actually a grey area but not covered by the tolerance policy) and a small number of users who prefer to bypass the coffeeshop markup.

Not to mention the massive benefit of having soft drug and hard drug users seperated by law, cannabis users do not have to be exposed to the potentially dangerous and high pressure tactics of hard drug dealers.

Same could be said for cigarettes. EVer seen a nicotein fiend not get their fix? My mom is a neurotic mess sometimes because she quit smoking 20 years ago and still gets cravings. Addictive much?

Just give them an 18 year old rule and leave it at that. Or 21 if the MADD people insist.

I don't care enough to read through this thread, but I'd like to note that in the Netherlands, were weed is freely available for any adult, the percentage of people who choose to smoke weed is LOWER than in the USA.
