But it isn't.

Ratio of input of fuel to power produced. THAT is efficiency. Not how many liters you have, not how many throttle bodies or camshafts it takes to make that power.


There are three ways to make power:

1. increase displacement - boost or simply more liters; no real drawback from a performance standpoint.

2. increase RPM - have your existing liters do more work; drawbacks are more demanding engine design requirements and a peaky powerband.

3. increase volumetric efficiency of existing displacement... ie fill more of what you have. Low boost falls into this category as do cams and headers/intake manis..

Not any one method is 'superior' - you just see japanese cars go with method 2 and 3 because of the way their laws are, american cars with 1 and recently 3, german/italian cars sort of roll with a combo of all three. I don't know what motor is the foremost efficiency leader today (it was the LS1 recently) but you don't find out by dividing air by power, you find out by dividing fuel by power
