turn Fn key into F-Lock key?

First of all: Dell Inspiron 1545, Win 7 64bit...
I want to change the Fn Key into a F-Lock key, i.e. when I press the Fn key it alternates between the "hotkeys" (brightness, volume control, etc) and standard F# keys, instead of having to hold down the button. The closest thing I have found through google is going into the bios and changing the main function of the keys between hotkeys and F# keys. The Fn button still needs to be held to use the alternate function. Any ideas? When gaming, I need the F# keys more. When doing anything else, the hotkeys are much more useful. Help a brother out.
Do I really look like a guy with a plan? You know what I am? I'm a dog chasing cars. I wouldn't know what to do with one if I caught it.
