i understand that
what i linked is a state department manual where they state in pretty plain language that they consider everyone born there after 1904 to a citizen working for the government or railroad a citizen at birth, whether they were at the time or not

personally i dont know any other way than to define it than as a citizen by birthright - but ianal and it may take a court precedent

Due to the time gap when it was passed and when it retroactively takes place, a person could have been 33 years old, never a citizen, then suddenly he's a citizen since birth!
In that case, I don't think anyone would consider it a "natural born".
