alright, having had a chance to drive it, the symptoms that were reported to me were not completely accurate

it stays at 2000+ RPMs unless you brake to a complete stop, if you're driving and you remove your foot from the throttle the pedal returns but the throttle stays at wherever you put it, there were a couple times i clutched in to come to a stop or coast for a bit and the RPMs immediately jumped to above 3000
when you do brake to a stop, the RPMs drop down to about 1000-1200
almost feels like a vacuum leak, but i can't imagine why it would drop down when braking

Check for vacuum leaks but my money is on the IAC. Sometimes just cleaning it will bring them back to life.
