No... if he did not have insurance on the day he was cited, it's going to be at least $400. If he doesnt bother to get insurance even after the fact it's probably around $800.

Disclaimer: Haven't worked in a traffic court for almost a year now

Many insurance companies will up your rate for having a no insurance ticket on your record, yes.
