What are those "fins" on the front bumper? Is that more aesthetics or is it actually usefull for like, downforce or something?

I believe they create a slipstream of sorts along the side of the body, reducing drag

If you read what I wrote, the 1132rwhp was at 36 PSI. The 9.6 run was at 31psi which could easily be 100rwhp less.

The car is also pushing 3700-3800lbs considering it still has AC and a full interior, I think it's a pretty nice time and there is still room for improvement seeing how he's only had 3 runs on the car total so far.

Does tuning play a big part in this 100whp from 5psi? Yes

It's possible, just not in every situation. But I'm sure it's possible here.
