Ill have to get the plans.

My grandfather built a boat in his backyard once. Except it was 46 footer.
when leaving the yard he had a police escort to the launch ramp and the telephone and power company there to temporarily take down wires.

no, you can still do that
my dad figured out it was cheaper to buy a house and move it to his land than to build one, so he found a company and a house, they loaded it on a trailer and took off, had to take down one power line, the rest they were able to use an insulated pole and a guy on the roof to hold it over the roofline

I did'nt really get plans, I drew up the shape with a program called Carlson Hull and tested the stability and displacement
I got my inspiration for the design from
http://www.yostwerks.com/ - I'm useing his method for the vinyl skin, Im getting a used vinyl billboard from ebay for the bottom, its 16oz a yard and three ply
should be strong enough
http://www.instructables.com/id/Outrigger/ - gave me the idea on how to to the keel without a crazy ass bend

My uncle built this boat over the past year. They sail like no other and usually take first prize in Regattas. This one was built for a client, cost would have been something like 60-100k. The wood used on this was very expensive since it is light and not very susceptible to rotting. Its South American wood.

the shitty fence is the property line, I promised the landlord I would fix it after I was done, lol

Oh and FYI, the proper term I should have been useing is a daggerboard, but WTF
and it turns out the daggerboard box is a few mm too narrow, I gotta find someone with a powerplaner,
