Not really an app, but place a background picture in any folder.

3) Save file as desktop.ini

Click OK

7) Open your folder and the picture should be set by now.

This is a windows task manager replacement.

I keep that one on my thumbdrive at all times. It works when taskman doesnt. Ive been on machines so virus plagued that they kill task manager instantly, processexplorer helped fix those machines.
