ITT: Democratic presidents are powerless due to congress and are therefore only responsible for things that go right. Republican presidents have absolute power and are to blame for everything that has gone wrong the past decade, previous decades and for decades still to come no matter who is in the Whitehouse. Keep in mind that Democratic presidents have no power to change any of this..

actually right after that speculation bubble burst in early '09 they were as low as $1.90/gallon, obviously didn't stay that way for very long though...
