highly configurable router?

I have a D-Link DL-603 router and it doesn't let me do much. I'd like a router that lets me limit the upload and download speeds of each computer connected to the router. Anyone know which routers allow this? Preferable out-of-the-box, but if it can only be done with hacks i guess that's ok too.
